Albany Legislative Update - June 7, 2024



Committee News


Ways and Means


• Despite unanimous Republican support, the Ways and Means Committee blocked the following bills:

~A.2050 (Hawley) – Exempts veterans 85 years of age or older from the obligation to pay New York State Personal Income Tax.

~A.4845 (Barclay) – Establishes a spending cap and increases the maximum capacity of the rainy-day fund.

~A.6390 (Brook-Krasny) – Establishes a $350 tax credit for taxpayers who adopt a cat or dog from a pound or other not-for-profit rescue organization.

~A.6533 (Smith) – Establishes the New York City Education Fund, funded by additional property taxes on city properties, to support New York City's local contribution to school funding.

~A.7508 (Ra) – Requires the Comptroller to audit State and federal funds appropriated for humanitarian aid and shelter services for migrants and further requires the Governor to report to the Legislature an accounting of such spending every 30 days.

~A.7847 (Durso) – Exempts veterans from paying Mortgage Recording Taxes if they are first-time home buyers.

~A.7973 (Slater) – Expands tax exemptions for pensions and annuities to include other retirement plans and gradually increases the exemption amount from $20,000 to $100,000 by 2028.

~A.8308 (Walsh) – Creates a Personal Income Tax credit for taxpayers 65 years of age and older that would be equal to 50% of Real Property Taxes paid by the taxpayer, not to exceed $6,500.

~A.8376 (Gray) – Regulates retail smoke shops by creating a premise license that must be displayed publicly, establishing a proximity limit to sensitive locations (schools, places of worship, rehab facilities), and setting hours of operation.

~A.8459 (Byrnes) – Establishes quarterly advanced payments for the Farm Employer Overtime Tax Credit.

~A.9257 (Ra) – Increases the Empire State Child Credit amount from 33% of a taxpayer’s Federal Child Tax Credit amount to 45% and would allow for advanced credit payments.

• On Tuesday, Assembly Republicans, along with their Senate colleagues and members of the law enforcement community, held a press conference calling for stronger oversight of the state Parole Board.
